Illegal Roster & Pitcher Usage – Tampa Bay Rays

The Dynasty Rulebook states under Minor League Callups and Releases section that roster moves

Can occur before each new series and be in effect for the entire series. Players requiring rest can’t be

sent down to the minors. (i.e. you can’t send down a pitcher who pitched the last game of your last

series because you know he must rest and won’t pitch in the next three game series).

During week 4 versus Boston, Tampa Bay pitched short releiver Kenley Jansen 4IP.  This appearance required 2 days of rest according to the Dyanasty pitcher rest chart.  On the week 5 tranaction sheet, (found here https://sablebaseball.wordpress.com/category/league-transactions/week-5-league-transactions/), Tampa Bay made the following transaction

Tampa Bay Jansen Kenley Optioned to the Minors
Tampa Bay Kuroda Hiroki Added to 25 Man Roster

Game 1 : Kuroda 7IP

I contacted Lynn, Alvin, & Willard individually to discuss the proper punishment for Tampa Bay.

The transaction is ruled invalid and not approved by the league.  Jansen will be suspended for 3 games & Kuroda will be suspended 5 games and 2 players will be chosen at random to receive suspensions as well. Also for 3 games in week 5 Tampa Bay used an illegal 26 man roster. Tampa Bay will receive 3 additional random player suspensions for an illegal roster for 3 games.  In addition since Kuroda was used while illegally on the roster he recieves an additional 5 game suspension, per appearance, and a random player is selected as well.

So the total suspensions beginning week 6 is the following

  • Jansen suspended for 3 games
  • Kuroda suspended for 10 games (2 5 games suspensions.misses 2 starts)
  • 5 random player suspensions (Kuroda & Jansen can be chosen randomly and receive additional suspensions)

This penalty is in compliance with league rules and is similar to that of the one the NY Yankees received a few years ago.  The only difference is that the illegal roster was discovered after the week it occurred, not after multiple weeks played.  As long as Tampa Bay fixes his roster before week 6 games he will not incur additional suspensions.

Remember: IT IS NOT THE RESPONSIBILITY OF THE LEAGUE TO TELL YOU IF A TRANSACTION IS VALID OR NOT WHEN IT OCCURS.  IT IS THE MANAGER’S RESPONSIBILITY TO BE IN COMPLIANCE AT ALL TIMES.  IF THE LEAGUE DISCOVERS, WHEN PAPERWORK IS PROCESSED, THAT A TRANSACTION IS ILLEGAL THE APPROPRIATE PENALTIES WILL BE ENFORCED.
